October 21 is the Feast of St. Gaspar del Bufalo, the founder of the Congregation.  For the Missionaries of the Precious Blood, because this is a Solemnity approved by the Holy See, all Missionaries of the Precious Blood have permission to celebrate the liturgies for the Solemnity in their ministry sites, even though October 21 falls on a Sunday.  The approved text for the Solemnity can be found on this website by clicking here.
